Strategy of Investment Development of Rostov region till 2030

Rostov region is one of the leading regions of the Russian Federation in attracting investments  both in the domestic and global markets, with a developed engineering and transport infrastructure and financial market, an effective system for implementing administrative procedures and cooperation between the state and businesses to achieve social welfare, with a developed cluster system and growth poles, which provides all opportunities for the implementation of small and medium-sized businesses and the innovative potential of the region.

The 2030 Strategy of Investment Development of Rostov region is developed with the aim of providing advanced development of the economy with investment resources, based on the sectoral, territorial, innovative and social priorities of Rostov region.

The Strategy defines a goal-setting system that includes the vision, priorities, goals and objectives facing the investment area of​Rostov region for the period until 2030.

The Strategy has developed three scenarios for the development of the investment sector, which are based on the Scenario Terms for the Long-Term Forecast of the Social and Economic Development of the Russian Federation, the Long-Term Social and Economic Development Forecast for Rostov region until 2030, and the Forecast of the Social and Economic Development of Rostov region for 2017-2019. For each scenario, the description and target values of the volume of investments in fixed assets are given.

The Strategy defines the mechanism for achieving the set goals, which includes an action plan, a system of indicators, a procedure for monitoring and control, key actors and persons responsible for implementation.

The Strategy contains a list of large investment projects planned to be implemented that have systemic influence on the economic and social development of the region.
