In the conditions of limited budgetary opportunities for solving socially significant tasks, it is necessary to attract private capital in the implementation of infrastructure and social projects.

The effective tools to achieve this goal includea public-private partnership (PPP).

Rostov region was one of the first subjects of the Russian Federation, which have purposefully and consistently created legal foundations in their territory for working out the PPP mechanism.

This allowed us to start implementing major projects with PPP elements in the housing and communal services for the development of water supply and sanitation systems, taking into account housing and industrial construction in Rostov-on-Don city and its suburbs, as well as ensuring environmental safety of the Don river, the Sea of Azov and the Black Sea

On PPP terms, in the framework of regional legislation, the embankment in Rostov-on-Don has been reconstructed; water-sports recreation facilities have been built in Rostov-on-Don and Kamenolomny Settlement of the Oktyabrsky district of the region; outpatient hemodialysis centers have been established in Rostov-on-Don, Taganrog, Volgodonsk, Shakhty; roads for the water park in Rostov-on-Don city have been reconstructed and built.

Since 2005, the federal legislative base on PPPs has been formed in Russia: Federal Law No. 115-FZ dated July 21, 2005 "On Concession Agreements" was adopted. The region has already implemented more than 100 projects within this law.

In 2015, the federal legislation was supplemented by the Federal Act No. 224-FZ dated July 13, 2015 "On Public-Private Partnership and Municipal-Private Partnership in the Russian Federation and on Introducing Amendments to Certain Legislative Acts of the Russian Federation”.

In view of the detailed regulation of the process of preparation and implementation of projects under the terms and conditions of PPP specified by the Act on PPP, the Act of the Rostov Region Government No. 448-ZS dated July 22, 2010 on the Principles of the Public-Private Partnership was declared void.

The necessary legislative and regulatory framework was developed for the practical implementation of provisions of the Federal Act No. 224-FZ dated July 13, 2015, as follows:

  • the Decree of the Rostov Region Government No. 246 dated April 1, 2017 "On the Commission for the Evaluation of Projects on Public-Private Partnership and Concession Agreements, where the Rostov Region is the Public Partner (Concession Provider)";
  • the Decree of the Rostov Region Government No. 249 dated April 5, 2017 "On the Interdepartmental Interaction of the Rostov Region Government Authorities in the process of Preparation and Implementation of Projects on Public-Private Partnership and Concession Agreements, where the Rostov Region is the Public Partner (Concession Provider)";
  • the Decree of the Rostov Region Government No. 568 dated August12, 2016 "On Approval of the Regulation on the Ministry of Economic Development of the Rostov Region";
  • the Decree of the Rostov Region Government No. 227 of dated March 30, 2016 "On the Designated Authority".
