Subparagraph “b” of paragraph 3 of the List of instructions of the President of the Russian Federation dated 05.12.2016 No. Pr-2347GS following the results of the joint meeting of the Presidium of the State Council of the Russian Federation and the advisory commission of the State Council of the Russian Federation on November 12, 2016 (hereinafter referred to as the “List of Instructions”) is provided in conjunction with specialized organizational headquarters (project offices) achievement of the indicators established in the target models, provided for by subparagraph "a" of paragraph 2 of the List of instructions.

In order to fulfill subparagraph “b” of paragraph 3 of the List of instructions, the Government of the Rostov Region implements roadmaps approved by the Governor of the Rostov Region V. Yu. Golubev on 02.22.2017 for the implementation of the following 12 target models:

Obtaining a building permit and spatial planning

This target model determines the procedure for reducing the time required to complete the procedures required to obtain a building permit, and their number, and is also aimed at ensuring the adoption of master plans for settlements, master plans for urban districts in the constituent entities of the Russian Federation. The target model is developed based on best regional practices.

Registration of ownership of land and real estate

This model is aimed at improving the efficiency of the state registration of property rights and the quality of the registration process. The main goals of the target model are to create favorable conditions for doing business in the region, to develop competition and improve the investment climate in the regions of the Russian Federation.

Cadastral registration of land and real estate

This model is aimed at improving the efficiency of procedures for the provision of land in state (federal, regional) or municipal ownership, and the registration of real estate on the state cadastral register. Improving the procedures for providing land plots and state cadastral registration of real estate is an integral part of the tasks of ensuring the sustainability of the country's socio-economic development, solving social, economic and environmental problems, improving the quality of life, improving the investment climate and promoting regional development.

The target model is designed to create favorable conditions for doing business in the region, developing competition and improving the investment climate in the regions of the Russian Federation.

Implementation of control and supervision activities in the constituent entities of the Russian Federation

The quality and effectiveness of the organization of regional state control (supervision) is one of the factors that shape investment attractiveness in the constituent entities of the Russian Federation. This model is aimed at solving the following problems:

  •     reducing the administrative burden on the business. Effective control allows you to avoid excessive administrative pressure on the business (business and government costs associated with the implementation of state control (supervision) should not exceed the amount of potential damage from non-compliance with the mandatory requirements that are the subject of control);
  •     stimulating the exit of entrepreneurs from the "shadow" sector. Refusal of excessive control should lead to greater economic justification for doing business in good faith compared with illegal activities in violation of established requirements (compliance with the requirements should be economically more profitable than non-compliance);
  •     formation of clear rules for the organization of control and protection of the rights of entrepreneurs. The clear and transparent rules for organizing control make it possible to ensure the necessary level of protection for the rights of entrepreneurs in compelling them to comply with mandatory requirements and the predictability of the administrative burden in doing business;
  •     creating a level playing field for business. A fair distribution of control measures and the volume of requirements for mandatory fulfillment of requirements for similar individuals and facilities allows us to ensure competition and equal conditions for doing business (including the formation of costs for compliance with mandatory requirements and interaction with control (supervision) bodies.

Support for small and medium enterprises

This model takes into account the practical experience of implementing support measures for small and medium-sized enterprises at the regional level and is a set of minimally necessary actions by authorized executive bodies of the constituent entities of the Russian Federation, as well as organizations that form the infrastructure for supporting small and medium-sized businesses and operating in the territory of a constituent entity of the Russian Federation .

The introduction of this target model will allow the formation of the basic infrastructure for supporting entrepreneurship in the constituent entities of the Russian Federation, as well as increasing the level of accessibility of support measures for both citizens planning to carry out entrepreneurial activity and for existing small and medium-sized businesses.

Technological connection to electric networks

This target model provides for technological connection to electric networks (hereinafter referred to as technological connection) for 90 days, including:

  •     conclusion of an agreement on the implementation of technological connection to electric networks (hereinafter referred to as the agreement on technological connection) within 10 days;
  •     performance of work - within 70 days;
  •     registration of the fact of technological connection - within 10 days.

The model object is the technological connection of power receivers with a maximum power of up to 150 kW inclusive. To achieve the target model, the following main factors for optimizing the process of technological connection to electric networks are recommended:

  •     at the stage of concluding an agreement on technological connection: convenience of filing an application for technological connection; the presence of the applicant’s personal account on the official websites of network organizations; transparency of the calculation of technological connection fees for the applicant;
  •     at the stage of implementation of measures for technological connection: the presence of a simplified procurement system for the construction (reconstruction) of electric grid facilities; the presence of a simplified procedure for the construction (reconstruction) of electric grid facilities; the presence of a simplified procedure for the construction (reconstruction) of electric grid facilities; optimization of the procedure for obtaining permission to conduct construction (reconstruction) of electric grid facilities;
  •     at the stage of registration of the fact of technological connection to electric networks: a quick procedure for the formation and issuance of documents (acts) for signing, including through electronic document management; conclusion of an energy supply agreement through a network organization until the completion of the technological connection procedure without interaction of the applicant with the energy distribution organization.

Connection (technological connection) to gas distribution networks

This target model determines the procedure for reducing the time required to complete the procedures required for connecting (technological connection) to gas distribution networks, and their number, and provides for the following terms:

  •     conclusion of an agreement on the connection (technological connection) of capital construction facilities to the gas distribution network (hereinafter referred to as the connection agreement) - within 30 days;
  •     implementation of activities - within 90 days;
  •     gas start - within 15 days.

The target model is formed on the basis of the "model object" with the following parameters:

  •     gas-powered equipment with a maximum gas consumption of 15 to 42 cubic meters. meters per hour (power from 125 to 350 kW);
  •     design working pressure in the connected gas inlet is not more than 0.3 MPa;
  •     the distance from the applicant’s land plot to the gas distribution network, measured in a straight line, is not more than 150 meters.

The measures of the target model are intended to resolve issues related to the availability of services for connecting (technological connection) of capital construction facilities to gas distribution networks in the constituent entities of the Russian Federation.

Connection (technological connection) to heat supply systems, connection (technological connection) to centralized water supply and sanitation systems

This target model, developed on the basis of best regional practices, determines the procedure for reducing the time required to complete the procedures and the number of procedures required to connect to heat supply systems, to connect (technological connection) to centralized water supply and sanitation systems.

The target model is formed on the basis of the "model object" with the following parameters:

  •     an object in the field of heat supply with a load of up to 1.5 Gcal / h if technical connectivity is available;
  •     an object in the field of water supply and sanitation with a load of not more than 10 m3 / hour with the availability of technical connectivity.

Moreover, distribution to all applicants is possible, regardless of the size of the connected load.

The presence and quality of regional legislation on mechanisms for protecting investors and supporting investment activities

This target model is aimed at improving the quality of regional legislation on the mechanisms for protecting investors and supporting investment activities, created in the process of implementing the standard of activity of executive authorities of a constituent entity of the Russian Federation to ensure a favorable investment climate in the region.

The effectiveness of feedback and the operation of direct communication channels between investors and the leadership of the constituent entity of the Russian Federation

This target model is aimed at improving the efficiency of feedback and the operation of direct communication channels between investors and the leadership of a constituent entity of the Russian Federation created in the process of introducing a standard of activity of executive authorities of a constituent entity of the Russian Federation to ensure a favorable investment climate in the region.

The effectiveness of the activities of a specialized organization to attract investment and work with investors

This target model is aimed at improving the effectiveness of the activities of a specialized organization created in the process of introducing a standard of activity of executive authorities of a subject of the Russian Federation to ensure a favorable investment climate in the region.

The quality of the investment portal of the subject of the Russian Federation

This target model is aimed at improving the quality of the investment portal created in the process of introducing the standard of activity of executive authorities of a constituent entity of the Russian Federation to ensure a favorable investment climate in the region.

By order of the Government of the Russian Federation dated 06.16.2018 No. 1206-r, 7 out of 12 target models were updated to optimize the work on their implementation, to improve the quality of monitoring of the actions taken by the regions to improve the investment climate. In general, the decisions taken are aimed at improving the business environment.
