Experience of Rostov region on organization of public-private partnership will be extend to Russia

Don Minister Alexander Levchenko has described experience of Rostov region and suggested directions, which need in work jointly by the federal and regional authorities.

Until now, Russia does not have a law that would set uniform terms and conditions of public-private partnerships. Work on the creation of this document has began in 2013. The draft of federal law "On the basis of public-private partnerships in the Russian Federation" was adopted by the State Duma in the first reading.

Appearance of the law will be another stimulus for growth of investment activity in the implementation of projects in Russia and will help the development of the regions themselves.

Rostov region is among of the first regions of the Russian law defined the rules of cooperation between business and government. In 2010, Don region has been adopted the regional law of 22.07.2010 № 448-ZS "On the basis of public-private partnership", which defines the basic concepts and forms of cooperation between business and government in the implementation of major investment projects.

-One of these forms, - said Alexander Levchenko, - is co-financing with funds from the budget of expenditures of municipalities, related to construction of heat supply as well as transport infrastructure. In addition, within the framework of agreements on public-private partnership area subsidizes each investor to 50% of costs of connection to electricity and gas-supply. Annually for these activities in the budget of the region has more than 500 million rubles.
